Kimberly Newman started as the town manager in Orleans in July 2023. She has 20 years of professional management experience in municipalities ranging in size from 10,000 to more than 100,000 people and has worked in Kansas, Connecticut, and Massachusetts. Most recently she was the town administrator in Mendon, MA.
Until July, Orleans had the same town administrator since 1996 - the year Bill Clinton was elected to his second term as president and everyone was doing the Macarena and buzzing about the first flip phone. The town had one of the longest serving administrators on Cape Cod.
With the change in personnel after the retirement of long-time town administrator John Kelly, Orleans restructured the position into one of town manager. The change frees the selectboard to focus on policy more than administrative details. A manager can hire, fire, and sign contracts directly for example, while the selectboard focuses the town's goals and direction.
